Pending Vote - IRR CLM959 - MC edits when condition is not met
Business Requirement / Issue:
We have some DNs that are MC on certain MTCs. If that data does not meet the conditions to become mandatory, we would still like to reject the MTC if the code provided is invalid. Currently, there is nothing in the standard saying if this is acceptable.
Requester's Proposed Solution:
If MC data elements are present and the MC condition does not apply, then the data element will be treated as AR. Changes will be needed to the definition of the MC if this solution is adopted.
The voting period for this IRR has begun and will extend through May 11, 2026. A ballot for this IRR was sent to the voting body via email on 4/14/2026. The voting body is comprised of current IAIABC jurisdictional and EDI members in good standing. Each eligible organization is allowed one vote per IRR. It is the responsibility of the designated voter (or the alternate, if the designated voter is not available) to discuss the issue up for vote with all stakeholders within their organization and vote accordingly.
Please note the week of April 20-24 is excluded from the day count because it coincides with the IAIABC Forum 2026.
The final 14-day review period has begun for this IRR and will extend through April 7, 2026. Please respond with any final feedback or objections.

Next steps: Claims and Systems committees will review Event/Sweep variable segments and 02 requirements to understand if there is anything that needs to be considered. More discussion in the February Claims call on 2/19/2026.
One of the take-aways from our Claims Committee call on November 14, 2025 was to reach out to POC and Medical committee leadership and understand any impacts to those committees if Claims changes the MC definition.
We learned that although the core meaning behind MC to each committee is similar, the definitions are already slightly different (codes and example used in the definition). For example, Medical uses Application Ack Code IR instead of TR. Also, the example used toward the end of the MC definition is different based on the unique committee language/needs.
After conversation via email between all committees, we have determined that the proposed changes to the Claims Committee MC definition will not impact POC and Medical uses of MC.
During the December 17th call, we plan to discuss the proposed language changes and possible changes to the Edit Table where jurisdictions can clearly indicate where they will apply edits.
