IAIABC 3.0 Binder Processing Logic

New Hampshire is in the process of migrating from 2.1 POC EDI standards to 3.0. We are unclear on some of the processing logic, specifically for binders. 

Under tri-code 00-04-80, (assigned risk binder – without location(s) within the jurisdiction) we are wondering how other jurisdictions process these transactions. The 3.0 guide tells us to create a new coverage period from the information submitted. As this is a binder, our understanding is that a full policy will follow to provide employer information under PC2. The guide says that this submission “requires a single insured (PC1).” Notably, this does not say it requires a PC1 only as other similar tri-codes state, so we are unclear if a PC2 could also come with this submission. In the event that only a PC1 is submitted, do other jurisdictions create an employer record for that PC1 employer or do they wait for the PC2 to follow? Also, this appears to be the only 80 tri-code that does not have a matching 86 tri-code option (e.g. 00-05-80 and 00-05-86). There is no 00-04-86 tri-code. 

Similar to the above, under tri-code 00-31-54 (add employer location within jurisdiction), is this the typical submission that comes in following the binder transaction? This tri-code states that the Assigned Risk Binder may have previously been reported to the jurisdiction, leading us to infer that this tri-code should follow with any PC2 records the carrier is adding to the binder. We also assume that the processing should add the PC2 records as of the effective date of the binder and should not initiate any late filing compliance action. Finally, it is not clear to us if any other transactions may come in on this submission following an initial binder and, if so, if there are other processing steps or considerations.

Any help of clarity is greatly appreciated. Apologies if the above is unclear.

For triplicate code 00-04-80, (assigned risk binder – without location(s) within the jurisdiction), Oregon creates a new coverage period. We don't assume that a PC2 follows, especially when it says "without locations in the jurisdiction." (Most of the time a policy to replace the binder does have PC2 records but a policy could be submitted with just a PC1 and that is ok.)    

Usually what follows a binder is a policy transaction (which is PC1 and maybe includes PC2s), not an add employer transaction (that's only PC2). The PC2 should be added as the effective date of the transaction (could be policy effective date, state effective date, or add employer effective date). You're correct in assuming that the filing of the binder should not initiate any late filing compliance action. Additionally, lots of transactions could come in after the initial binder--that's just establishing coverage. Many actions could come after that.
