In Alaska, they have a COLA adjustment to benefits when the claimant does not live in AK. In cases where the claimant lives in

another state but comes to AK to work they will reduce the indemnity amount based on a cost of living table they use.

Requester's Proposed Solution (optional):

Update the definition for Adjustment code 1 - COLA to include decrease OR Create a new code for COLA decrease.

Or

Create a new code for COLA decrease.

The voting period for this IRR has begun and will extend through 2/6/25. A ballot for this IRR was sent to the voting body via email on 1/15/25. The voting body is comprised of current IAIABC jurisdictional and EDI members in good standing. Each eligible organization is allowed one vote per IRR. It is the responsibility of the designated voter (or the alternate, if the designated voter is not available) to discuss the issue up for vote with all stakeholders within their organization and vote accordingly.

The Claims committee met at the Convention in Toronto and discussed this IRR.  Two options are being explored (see the posted minutes for details):

(1) Use the existing code and modify the definition to include "increase or decrease for cost of living adjustment.

(2) Add a new code for an adjustment decrease.

We took a poll during the meeting and the majority of the group that was present leaned toward changing the existing definition (option 1), but there was some good discussion from the ‘claim system’ side where adding a new code would be better for proper calculations in their systems.  

There was a request to see scenarios for both options. Please see attached.  These are not full claim examples, only benefits and adjustments for both examples are shown and there really isn’t much difference other than a new code on the 2nd tab (code '5' was used for the example).  Hopefully this helps everyone think through the options.

The group in Toronto was light so the Claims committee plans to meet in November to discuss this IRR again and make a final decision on how to proceed.
