APPROVED - CLM933 Ability to require Jurisdiction Claim Number for FROI AQ

Business Requirement / Issue: Virginia's current ERT for R3.0 has Jurisdiction Claim Number (DN0005) set as Mandatory on a FROI AQ and wishes to keep that for when they transition to 3.1 but the current ERT has it set to no higher than MC.  See attached for additional info.

Requester's Proposed Resolution: For the R3.1 ERT to allow a jurisdiction the ability to require Jurisdiction Claim Number (DN0005) on a FROI AQ by removing the current limitation (@).

The Final 14 Day Review period for this IRR has begun and will extend through Wednesday, February 1, 2023.

Upon completion of this review period, this clerical IRR will be considered "Approved" if there are no concerns or objections.
