Business Requirements / Issue: End users are not typically aware of the composition of the flat file so they wouldn’t know whether they are removing a segment based on the text they provide.  Users will only know that they are modifying previously reported text or removing it entirely.

Note: The Systems committee recommends adopting this solution as a clerical issue to avoid prolonged implementation process.  IAIABC committees are committed to supporting new implementations of Claims R3.1 and this change would have a lower impact at this time rather than delaying it until after jurisdiction and reporters’ systems are developed.
