Business Requirement / Issue: Section 4 says payment segment is always reported for PY but ERT allows jurisdictions not to require it. Also claim admins are leaving old payment data in the payment segment when reporting new payment data on new PYs.

Final Proposed Resolution: Clarify the use of MTC PY/payment segments in section 4 in relation to how the payment segment is reported (old payment versus new payment) and align with the Element Requirement Table.
